In the absence of a national plan for Multilingualism and the crisis in teacher training at national level, the University of Minho has been developing actions and strategies that promote the continuous and diverse learning of foreign languages ​​in interaction with the acquisition and development of the mother tongue, and eventually of Portuguese as second language. In this context, the APPEAL network – established in 2007-08 and formalised through bilateral institutional protocols from 2009 onwards – aims at creating a multiple cooperation at regional level to promote the implementation of European policies on multilingualism in Elementary, Secondary and Higher Educational Systems.

Under the MOLAN project (Network for the exchange of information about good practices that serve to motivate language learners), the APPEAL network was selected as a case of good practice for the promotion of multilingualism in Europe: Orlando Grossegesse / Marie Manuelle Costa Silva, “Regional Action Plan for the Promotion of Multilingualism” in: Handbook on good practice that serves to motivate language learners, (orgs.) The APPEAL regional network aims at:
• Enabling the inter-institutional communication flows in relation to language learning in Elementary and Secondary Schools and in Higher Education, at all levels (coordinators of course programmes, teaching staff and students);
• Promoting lifelong learning of languages ​​in Elementary and Secondary Schools up to Higher Education, making the acquisition of foreign languages ​​(in coordination with the acquisition of a first and possibly a second language) more coherent and efficient, removing obstacles to the adjusted progression as well as providing various learning paths;
• Promoting the development and evaluation of competences through the Common European Framework of Reference for Languages ​​(CEFR), allowing the transition of an educational system to another without impediments;
• Establishing inter-institutional relations by creating a regional network in coordination with the European comparative context of strategies and comparable measures (eg. under the MOLAN project – exchange of information on good practice that serve to motivate language learning);
• Enabling UMinho’s existing partnerships (in the context of research and education, particularly in the area of ​​Humanities and Teacher Training; and in the broader context of outreach cultural activities) at local, regional, national and European level, connecting dispersed projects in this area for a consolidated network of exchange and mutual support;
• Launching new projects that promote language learning by using network structures to enhance the individual and collective consciousness of the importance of languages ​​in a perspective of lifelong learning, especially under the CLIL (Content and Language Integrated Learning) method.
